Map starts shaking at higher zoom levels.

Is there anyway to prevent the map from shaking at higher zoom levels 20+?

I'm not aware of any. This apparently happens due to rounding errors that occur as result of the way how the map control uses WPF Transforms to transform from world to viewport coordinates.

It is happening on my 8.1 universal app.
I have not tested it on another project.

It also screws up moving the map as the map doesn't move correctly when panned.

I can take a video of it if you want.

I should have said "Transforms" instead of "WPF Transforms". The problem emerges on all platforms, because of the shared code base.

Is there a way to fix it? I guess I could dive into the code myself but I'm not a big geospatial guy so the math might be confusing.

If by "is there a way to fix it" you mean "could you fix it": No, sorry, I can't currently do that. I would probably have to rewrite core parts of the control. And no, I can't tell you where to start in case you're going to try to do that yourself.
